A 32ha. master plan for a mixed-use urban regeneration project in the former Soviet closed city of Samara comprised Retail, Commercial and Residential developments.

The scheme was designed to be developed in phases, with each complete phase required on completion to immediately and directly provide financial support to the development of the remainder of the scheme.
